Abstract |
Different policy mechanisms to encourage private property developers to adopt sustainable drainage features have been tried in many countries with moderate success. Singapore’s ABC Waters Programme encourages the adoption of sustainable drainage by private developers through certification amongst others. However, this has not been implemented by all developers uniformly. Therefore, using Singapore as a case study we analyse the key strategies to promote sustainable drainage features. In-depth interviews with twelve prominent property developers were conducted to understand their knowledge, attitude and adoption behaviour. There were no substantial differences in company characteristics between adopters and non-adopters. Five main types of strategies: right timing, industry engagement, public education, financial incentives, and regulations were suggested to increase the adoption of sustainable drainage features in Singapore. These strategies could be suitable for other countries pursuing similar policy goals as well. |

Abstract |
After a public consultation in 2018, Singapore implemented standardized tobacco packaging as part of its portfolio of tobacco control policies in 2020, in compliance with Article 11 guidelines for implementing the World Health Organization Framework Convention on Tobacco Control. This study analyzed policy actors in opposition to standardized packaging in Singapore and their submissions to the public consultation. Policy actors were profiled, and their arguments were then coded and compared across submissions. Descriptive results were then summarized in a narrative synthesis. In total, 79 submissions were considered for final analysis that opposed plain packaging in Singapore. Thematic analysis shows that transnational tobacco companies and their subsidiaries in Singapore, along with a variety of policy actors opposed to the standardized packaging policy, have significant similarities in arguments, often with identical statements. Industry tactics included framing tobacco as a trade and investment issue; utilizing trade barriers, intellectual property, and investment rights; pursuing litigation or threat of litigation; mobilizing third-party support and citing policy failure. This study provides evidence that further contributes to the growing literature on commercial determinants of health particularly industry tactics and, in this case, where the tobacco industry and its local and global allies, utilize to counter evidence-based tobacco control measures. Abstract |
Purpose: Precious stones and metals have commonly been used throughout the world as a conduit for terrorism and money laundering activities. Such illicit use of these assets has called for its much-needed attention from a regulatory perspective. This is particularly relevant in a financial haven such as Singapore. Accordingly, the purpose of this paper is to explore how several of the most common trading and investment activities involving precious stones and metals in Singapore are regulated. Design/methodology/approach: The research explores activities include the trading of – the storing or custodising of – and the current available savings plans involving the use of precious stones and metals. It is based mainly on information collected from various legal sources such as books, domestic legislation and international papers issued by the Financial Action Task Force and the Asia Pacific Group on Money Laundering. Findings: With the author’s findings, the analysis may prove useful for businesses seeking to navigate the regulatory landscape for precious stones and metals in Singapore, for investors seeking to understand the protection offered to them under the regulatory framework and for other jurisdictions seeking to evaluate and refine their existing framework for regulating precious stones and metals. Originality/value: To the author’s knowledge, this is the first substantive academic study which analyses the regulatory landscape for the use of precious stones and metals under the Singapore Law. © 2021, Emerald Publishing Limited. |

Abstract |
This paper studies the monitoring role of sovereign wealth funds (SWFs). By using unique dataset from one of the largest SWF: Temasek holdings, we find that SWF's presence has a positive effect on cash holdings of portfolio companies. The effect is more pronounced for well-governed firms, indicating that Temasek increases corporate cash holdings through its active role in corporate governance. We further find supportive evidence that Temasek ownership affects cash holdings by hoarding excess cash and reducing capital expenditure, especially within firms with good governance. Temasek's discerning effect on cash policies highlights the effective monitoring role of sovereign wealth funds. |
